Tim Burbury is a partner in the Firm's Corporate Finance and Investments practice. Tim leads the Firm's Projects & Energy practice in EMEA, the Firm's Global District Energy practice and co-leads the Firm's Global Infrastructure initiative. He has extensive infrastructure and PPP experience, including 20+ years' experience working in Asia and the Middle East advising sponsors, developers, utilities, infrastructure funds, sovereign wealth funds and State-owned entities on their energy, utilities, transport and social infrastructure projects and project financings.

Tim is a "leading individual for Projects & Energy (Tier 1 -  Legal 500 2018 Saudi Arabia) who is noted for his “expertise in energy and utilities-related PPP projects”. He is also a "leading individual" for Construction (Band 1 - Chambers 2018 UAE). Tim has led teams on many high profile infrastructure projects. Recent examples include infrastructure projects for:

  • KSA's first 5 x IPPs and IWPs (solar, wind, desalination, wastewater) under Vision230 PPP Program
  • UAE's largest solar IPP (DEWA 800MW), Sharjah's first IPP (1.8GW) and first IWP
  • The first Waste to Energy and Waste Management PPPs in the UAE and KSA
  • A greenfield petrochemical project in the UAE
  • The Saadiyat Island Mega Project (UAE), one of the largest island megaprojects in the world (USD25+B)
  • The Jeddah Tower Project (KSA), to be the tallest building in the world on completion
  • EXPO2020, Dubai's flagship Brand event

Tim has advised on 50 x BOO/BOT/DBO district energy (cooling/cogen/trigen) projects in the Middle East and Asia, included projects and project financings in Saudi Arabia, Abu Dhabi, Dubai, Bahrain and Qatar.  He has advised Governments on establishing water and district cooling regulatory regimes.

In addition to his energy and utilities experience, Tim has significant PPP experience, having advised governments and sponsors since the early 2000s during the Australia PPP boom. Tim helped write the PPP commercial principles guidebook for one government client. He is currently advising on a number of PPPs in Saudi Arabia and the wider Middle East region, including as part of those countries’ Vision 2030 PPP programs. These include social infrastructure PPPs (hospitals, schools, universities, accommodation), and water and waste PPPs.
