A partner in the firm’s Government Advocacy and Public Policy group, J.C. helps multinational companies navigate the political and regulatory issues often associated with doing business in the U.S. and E.U.  He is frequently called upon to represent financial services and technology companies before policymakers around the world and at all levels of government. 

Recognized by Chambers USA as “one of the most proficient attorneys on the scene,” J.C. leads client work for financial services firms regarding a broad range of matters, including legislative and regulatory issues, new financial products, business strategy, and corporate governance.  In addition, he regularly interfaces with financial regulators on a wide array of policy and institution-specific issues.  

Taking a proactive and strategic approach, J.C. helps clients shape public policy, including the preparation of comments, position papers, and other advocacy communications on proposed legislative and regulatory changes.  He is recognized as a thought leader on cybersecurity, digital assets and artificial intelligence policy and has led numerous cyber and crypto-related policy discussions across the globe. 

While serving as counsel to the U.S. Senate Banking and Governmental Affairs committees, J.C. earned a reputation as a trusted advisor to Members of Congress in both chambers and on both sides of the aisle.  Clients value his knowledge and insights based upon years of experience and long-standing relationships with government regulators and policymakers.

J.C. was appointed by President George W. Bush to a six-year term as U.S. representative to the World Bank’s International Centre for Settlement of Investment Disputes (ICSID).  He was also appointed to the District of Columbia Board of Elections and the U.S. Election Assistance Commission Standards Board.  He currently serves as chairman of the Board of Visitors of The Catholic University of America Columbus School of Law and is a member of the board the Parliamentary Intelligence-Security Forum. 

Earlier in his career, J.C. established the Boggs Scholarship for Public Service at the University of Delaware in honor of his grandfather and namesake, former U.S. Congressman, Senator and Governor of Delaware, J. Caleb Boggs.  He has also served on numerous corporate and non-profit boards, including Jobs for Delaware Graduates (Chairman); The Reserve Trust Company (Vice Chairman), Global Center for Social Entrepreneurship Network (Secretary), Republican National Lawyers Association (President), Kimball Union Academy (Chairman of the Committee on Trustees), and AAA Mid-Atlantic.

J.C. also co-leads King & Spalding’s State Attorneys General practice and operates out of the firm’s London and Washington, D.C. offices.  With deep knowledge of both policy and policymakers, J.C. turns legislative and regulatory insight into practical solutions for his clients.  In his spare time, he enjoys open water swimming and has competed in all 50 United States, 10 Canadian provinces and in over 30 countries on six continents.
