King & Spalding Advises Tronox on Successful Implementation of Anti-Dumping Measures on Imports of Titanium Dioxide from China to the Kingdom of Saudi Arabia and Brazil


King & Spalding is proud to announce its successful representation of Tronox Holdings PLC (Tronox) in the implementation of anti-dumping measures on titanium dioxide (TiO₂) imports originating from China to the Kingdom of Saudi Arabia and Brazil. These measures reflect the firm’s dedication to safeguarding the Saudi Arabian and Brazilian markets against unfair trade practices.

Headquartered in Stamford, Connecticut, Tronox, a global leader in the mining, production, and marketing of inorganic minerals and chemicals, operates worldwide, including a TiO₂ manufacturing facility in Yanbu, Saudi Arabia, supplying the Saudi and the global market. Tronox is listed on the New York Stock Exchange under the ticker symbol TROX.

The anti-dumping measures in Saudi Arabia were officially published in the Umm Al-Qura Gazette and came into effect on 28 October 2025, marking a significant milestone in strengthening and protecting the manufacturing domestic industry in the Kingdom of Saudi Arabia. Tronox demonstrated that imports from China were dumped into the Saudi Arabian market with dumping margins ranging between 19.39%-45.0%.

A cross-office team from King & Spalding supported Tronox throughout the investigation. The team included attorneys from the firm’s Washington, D.C., Riyadh, and Brussels offices: Steve Orava, Daniel Crosby, Saud Aldawsari, Barbara Medrado, Victor Leite, and consultant Edmond O'Neill. The team worked in close collaboration with Tronox and the General Authority for Foreign Trade (GAFT) during the proceedings.

These measures represent one of the first actions taken under the Kingdom’s Law of Trade Remedies in International Trade, highlighting a pivotal development in the country’s trade enforcement framework. The firm extends its sincere appreciation to GAFT, its Chairman, Governor, and the entire investigation team for their professional support and commitment to the domestic industry.

Additionally, on 24 October 2025, the King & Spalding team obtained an affirmative determination from the Brazil Chamber of Foreign Trade (CAMEX) for Tronox that resulted in the successful impositions of duties in Brazil of up to 1,267.74 (USD/t) against titanium dioxide imported from China. These achievements underscore King & Spalding’s global reach and deep expertise in international trade law, particularly in the application of trade remedies and protective measures across jurisdictions.
