Joey is an associate in the International Trade Group, where he advises clients on matters involving trade remedies, customs compliance, and various aspects of trade policy and litigation. Joey brings a unique blend of litigation and regulatory expertise gained from advising government agencies on complex investigations and administrative proceedings and from litigating as a prosecutor and agency counsel while representing the United States before federal courts and international panels.
Prior to joining K&S, Joey served in the Office of the Chief Counsel for Trade Enforcement and Compliance at the U.S. Department of Commerce, where he counseled on complex legal issues arising in antidumping and countervailing duty (AD/CVD) proceedings. Joey argued before USMCA Binational Panels, litigated cases at the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit, and worked on a team to develop and promulgate new regulations to strengthen Commerce’s tariff enforcement.
Joey also served as a Special Assistant U.S. Attorney in the U.S. Attorney’s Office for D.C. where he prosecuted domestic violence cases, representing the United States at trial and various judicial hearings. Joey began his career in the Office of the Inspector General at the U.S. Department of Labor, advising senior leaders, special agents, and investigators in the course of investigations and audits into fraud, waste, and abuse, including related to the use COVID-19 related funds.
