Emily Duhovny Silverberg brings more than a dozen years of senior-level experience on Capitol Hill, where she advised on complex health policy issues and helped advance bipartisan legislative solutions addressing some of the nation’s most pressing public health challenges. Emily leverages her experience to help clients anticipate policy developments, engage effectively with policymakers and align business objectives with evolving regulatory priorities. Her work focuses on issues central to life sciences and healthcare manufacturers, providers, and associations, including behavioral health and substance use disorder policy and broader public health initiatives.  

Emily most recently served as Deputy Chief of Staff/ Legislative Director to Representative Paul Tonko (D-NY). In this role, she led the Congressman’s legislative strategy and policy portfolio, with a particular focus on behavioral health, addiction, and related policy. Emily also helped shape efforts to expand access to treatment and strengthen the federal response to the overdose crisis. She brings specialized insight into how bipartisan coalitions are formed and how legislation moves from concept to enactment—enabling clients to identify opportunities to influence outcomes, mitigate risk, and position themselves effectively in a rapidly changing policy environment.  

Over the course of her tenure on Capitol Hill, Emily helped drive the development and enactment of more than 20 pieces of legislation. Her work includes key contributions to the Mainstreaming Addiction Treatment (MAT) Act, which significantly expanded access to treatment for opioid use disorder, as well as legislation reauthorizing the national plan to address Alzheimer’s disease and establishing the first-ever national plan to end Parkinson’s disease. She also helped build and grow the bipartisan Addiction, Treatment, and Recovery Caucus to more than 100 members, strengthening cross-party collaboration on critical public health issues. 

Emily leverages her extensive government experience and policy insight to help clients navigate the evolving legislative and regulatory landscape. She works as part of an integrated team across King & Spalding’s FDA and Life Sciences, Healthcare, and Government Advocacy and Public Policy teams to deliver coordinated, strategic advice tailored to clients’ regulatory, legislative, and business priorities.
