King & Spalding Strengthens Its Government Advocacy and Public Policy Capacity in Maryland


WASHINGTON, February 17, 2015 — King & Spalding is expanding its government advocacy and public policy practice to serve client needs in Annapolis, Maryland, through a collaboration with Lee Cowen, a government relations lawyer and president of Cowen Consulting, LLC. Cowen has worked with governors and attorneys general throughout the United States.

In his relationship with King & Spalding, Cowen will liaise with Robert L. Ehrlich, Jr., former Governor of Maryland and now a senior counsel at King & Spalding, and Greg Massoni, a King & Spalding consultant.     

Ehrlich, experienced as a governor, U.S. Congressman, state legislator and civil litigator, counsels clients on a broad array of government matters, with particular expertise in health care, finance and economic development. 

Cowen offers strategic advice and counseling and is known for effective tactical implementation of government relations programs at the federal, state and local level. His previous experience includes a six-year stint at Dutko Worldwide, where he helped to manage that firm’s national, state and local teams. In addition, he founded and ran Chesapeake Government Relations, an Annapolis-based lobbying firm.
