All Wrapped Up: Extended Producer Responsibility for Packaging, 2024 Year-End Newsletter


All Wrapped Up is a newsletter that tracks and analyzes key developments in extended producer responsibility laws for packaging. It is a subscription-based resource for King & Spalding clients who sell or distribute just about anything contained in paper and plastics packaging. We unpack statutory and regulatory developments in those states with existing laws; we explore the potential for future laws; and we cast a spotlight on hot topics in our Issue in Focus section.

In this much-anticipated, long-overdue, first-ever, year-end edition of All Wrapped Up, we discuss developments in both November and December 2024, to wrap up last year and lay a foundation for what is lining up to be another bustling year in extended producer responsibility. Maine and Oregon finalized their regulations, while California blew its deadline to do the same. Massachusetts entered an appearance with “needs assessment only” legislation, while Illinois blew its deadline to select a needs assessment consultant under its “needs assessment only” law. We also take a deeper dive – in our Issue in Focus section – into how the United States upended efforts to pass an international plastics pollution treaty.
