• A Saudi gigaproject developer on the development, financing and construction of a winter sports venue in north-western Saudi Arabia to host the 2029 Asian Winter Games.
• A Saudi gigaproject developer on a rail infrastructure project, including cut and cover tunnels, drill and blast tunnels, stations infrastructure and depot contracts. When complete, the project will consist of mass transit, high speed and freight rail and a hyperloop.
• Abu Dhabi National Energy Company PJSC (TAQA) and Dubal Holding on the acquisition and grid-integration of Emirates Global Aluminium’s (EGA) Al Taweelah 3.1GW combined cycle gas-fired plant for USD $1.9 billion.

• EDF and Masdar from bid stage through to financial close with respect to the financing, design, construction and operation of a multi-plant integrated utility system including Solar PV, BESS, RO and wastewater treatment plants and ancillary facilities and network systems in Amaala, Saudi Arabia. This deal won PPP deal of the Year - Utilities (IJ Global 2024).
• City Cool and ADC Energy on their successful bid to design, build, finance, maintain and operate a 72,500TR district cooling facility as part of the Diriyah Gate development in Saudi Arabia
• City Cool and ADC Energy on their successful bid to design, build, maintain and operate a 21,000TR district cooling facility as part of the Knowledge Economic City development in Riyadh, Saudi Arabia
• A consortium of contractors on the procurement and delivery of works, services and materials for the design and construction of mined tunnels, systems and stations of the City Rail Link project in Auckland, New Zealand, currently New Zealand’s largest rail infrastructure project.

• The New Zealand Ministry of Business, Innovation and Employment on a panel agreement for the delivery of temporary accommodation for victims of Cyclone Gabrielle.
• The Wellington Company Limited on the construction and sell down of three residential housing developments in Wellington, New Zealand.
• New Zealand electricity and telecommunications operators on the management of their infrastructure portfolios, tenure of infrastructure and legislative obligations.

Sam Anastasiou advises developers, sponsors, lenders and government entities on their most complex and, often, first-of-a-kind large-scale construction programmes and power, utilities, transport and digital infrastructure projects primarily in the UAE and the Kingdom of Saudi Arabia.

Sam guides clients through the entire life cycle of these projects, including structuring, tendering, procurement, development, financing, negotiation and contractual claims management. He has extensive experience with the full suite of project documents and regularly advises on complex EPC turnkey arrangements, PPPs, supply agreements, services contracts and other relevant corporate and security documentation. Sam also has significant experience negotiating contracts for strategic materials and equipment critical to enabling project delivery.

Sam joined King & Spalding in 2023 from a specialist projects practice in New Zealand, where he gained experience advising a range of public and private sector clients on front-end construction, real property and general commercial issues arising on infrastructure, utilities and commercial property projects.
