Patrick Togni is a partner in the firm’s International Trade practice. He represents clients in international trade law matters, including trade remedy proceedings and related appeals, customs compliance, and export controls. Patrick is a member of the firm’s Coronavirus team and has advised clients regarding business and legal issues raised by the pandemic including importation and exportation of personal protective equipment. Patrick also has worked with clients on a variety of projects in connection with international trade policy, including China tariffs (Section 301) and Miscellaneous Tariff Bill legislation. Patrick also represents clients in legislative and policy matters relating to unmanned aerial vehicles (“UAV”)/drones. Patrick is resident in both the Washington, D.C. and Charlotte offices.
Patrick has argued cases before administrative agencies, the U.S. Court of International Trade, and he has appeared in NAFTA Chapter 19 binational panel reviews. Patrick’s customs practice includes investigations and regulatory compliance matters such as prior disclosures, protests, and focused assessment (audit) proceedings before U.S. Customs and Border Protection. Patrick’s export controls practice includes regulatory counsel and frequent collaborations with the firm’s Government and Internal Investigations practice on internal investigations and responses to government information requests (e.g., summons). He also has litigated cases in state and federal courts around the country, and has appeared in several intellectual property litigation proceedings before the U.S. International Trade Commission. Patrick’s practice also involves the provision of counsel to clients on legislative and policy matters, where he draws upon his time as a legislative aide on Capitol Hill.
