Zack Harmon is a partner in the firm’s Special Matters & Government Investigations practice.  He has served in leadership roles in the Department of Justice (DOJ) and Federal Bureau of Investigation (FBI), including most recently as FBI Chief of Staff.  While at DOJ and the FBI, Zack oversaw hundreds of cases across the full spectrum of government investigations. 

At K&S, Zack has defended clients ranging from individuals to Fortune 100 corporations in dozens of high-profile cases and enforcement proceedings.  He has led extensive internal corporate investigations in over 30 countries.  

Zack also provides clients with cutting-edge guidance regarding U.S. national security priorities, risks and potential areas of exposure; anti-corruption risk and compliance; and other enterprise-critical issues.  In particular, clients turn to him regarding new and emerging national security and corruption risks – both within the U.S. and abroad – associated with acquisition, investment, contracting, procurement/supply chain, and compliance obligations. These include matters involving the Committee on Foreign Investment in the United States (CFIUS), cybersecurity, the Foreign Corrupt Practices Act (FCPA) and other national security and anti-corruption-related vulnerabilities.  Clients also rely on Zack to resolve issues with DOJ, FBI, SEC, DEA, Treasury, DOD and Congress, and with senior leadership throughout the U.S. intelligence community.

Zack’s focus on national security dates back to his appointment to the presidential commission that investigated the FBI’s national security and counterintelligence programs in the wake of FBI Special Agent Robert Hanssen’s espionage.  Thereafter, serving as Counsel to Deputy Attorney General Larry D. Thompson, he played a central leadership role in DOJ’s extensive mission shift following 9/11. He held other roles at DOJ, including as Trial Attorney on the Enron Task Force, Special Assistant U.S. Attorney in the District of Columbia, and prosecutor in the Tax Division of the U.S. Department of Justice.  His experience in these positions included more than 25 bench and jury trials in federal and state courts throughout the country. 

During his 16-year career as a partner in the Special Matters & Government Investigations practice, Zack successfully defended numerous Fortune 100 multinational companies in landmark government investigations with industry-wide impact and helped design compliance programs for corporations across the globe.

Before first joining King & Spalding in 1996, Zack clerked for the Honorable William Garwood, United States Court of Appeals for the Fifth Circuit.  Zack retains Secret and Top Secret clearances.
