Bio

Steven Kupka focuses on the complexities of public policy and regulatory law at the federal, state, and local government levels, Mr. Kupka focuses his practice on national security and defense tech, government and private equity funding, international trade, foreign regulatory issues and foreign asset recovery efforts with a particular emphasis in the Middle East and the Americas. 

U.S. and foreign governmental entities turn to Mr. Kupka for specialized advice on myriad topics including the EXIM, DFC, DoW, (DARPA and the Office of Strategic Capital), US Department of Commerce, The White House Energy Dominance Counsel and the NSC on energy infrastructure projects, critical rare minerals, regulatory compliance and enforcement issues. He also advises corporations and State agencies on their advocacy efforts before Congress regarding legislative and regulatory issues and on various interagency rulings issued by the Office of Management and Budget, CFIUS, OFAC and the NSC.

Prior to joining King & Spalding, Mr. Kupka was Managing Partner for the Washington, DC office of a national law firm where he also led the firm’s Government Contracts, Public Policy, Regulatory & Government Affairs groups.

Mr. Kupka’s extensive government and public policy credentials include work for The White House Office of Management and Budget, the Central Intelligence Agency, the Federal Trade Commission and the U.S. House of Representatives. He also served as Chief of Staff to the Mayor of Omaha and had leadership positions in several U.S. presidential campaigns in Nebraska and the U.S. Territories. He is a member of the Republican Governors Association Executive Roundtable and also serves on the Board of Directors of the Global Diplomacy Network within the Young Presidents' Organization.
