Rob Garner is a Partner in the Projects and Construction practice in King & Spalding's Atlanta and Houston offices. Rob, who is also a Professional Engineer licensed in Texas and Georgia, practices law in the area of construction and procurement. Rob’s practice focuses on the representation of owners and developers in their global construction projects, including power plants, petrochemical facilities, liquefied natural gas (LNG) receiving, storage and regasification facilities, LNG liquefaction facilities, mining and port expansions, paper mills, manufacturing facilities, high-rise developments, and university facilities. Rob has experience drafting and negotiating a wide variety of commercial contracts including EPC, construction, construction management, professional services, transportation related, procurement and product sale agreements.

After obtaining his bachelor's degree, Rob served in the U.S. Army Corps of Engineers as a Combat Engineer Officer stationed in Germany, Kosovo, and Macedonia. Prior to and during his law studies, Rob worked as a civil engineer, designing roadway projects and site developments throughout Georgia and parts of the Southeast.

Sasol with respect to construction and procurement issues related to the development and construction of its $8.1 billion chemical complex in Lake Charles, Louisiana, which will include an ethane cracker and six chemical manufacturing facilities and was named by IJ Global in 2015 as the winner of the “North America Petrochemical” award.

A developer in the drafting and negotiation of the EPC agreement for a multi-billion dollar 1200 MW coal-fired power plant using a circulating fluidized bed boiler, to be built in Matagorda County, Texas.    

Mirant in the drafting and negotiation of EPC and equipment procurement contracts related to the development of a gas-fired electric generation facility in California with a combined capacity of 800 MW.

A developer in the drafting and negotiation of the EPC agreement for a $500 million coal-fired power plant to combined cycle natural gas conversion in New Jersey.

WestRock in the drafting and negotiation of engineering, equipment supply and construction contracts related to a $400 million upgrade to its paper mill facility in Florence, South Carolina.

Grupo Gondi in the drafting and negotiation of engineering, equipment supply and construction contracts related to a $300 million containerboard mill in Monterrey, Mexico.

Carbones del Cerrejón in the drafting and negotiation of an EPCM agreement for the company’s $1.2 billion expansion of its coal mine in the Guajira peninsula of northeast Columbia, its port facilities on the northern Caribbean coast of Colombia and its interconnecting rail facilities. The mine is the largest coal mine in Latin America and the largest open-pit coal mine in the world.
