Lucas is an associate in the Government Matters practice and a member of the firm's International Trade team. He assists international companies in trade compliance, regulatory, litigation, internal investigations, and other cross-border needs. Lucas focuses on international trade matters, including trade remedies, customs, tariffs, trade policy, and sanctions.
Lucas has represented several companies in antidumping, countervailing duty proceedings, and tariff matters before the U.S. Department of Commerce and the U.S. International Trade Commission, and related actions before the U.S. Court of International Trade. He advises clients in Customs matters, including tariff classification, valuation, rules of origin, tariffs, preferential trade agreements, and import compliance programs.
Prior to joining King & Spalding, Lucas was an International Trade & Regulatory associate in another major law firm in Washington D.C. Before that, he was a Senior Associate in the International Trade and Government Affairs practice in one of the biggest law firms in Brazil. Lucas has interned at the Legal Affairs Division of the World Trade Organization (WTO) and at Brazil's Permanent Mission to the WTO in Geneva.
