Jim Bowe focuses on the energy sector, including regulation of the pipeline, oil and gas, and electric power industries, and commercial matters relating to energy production, transportation, storage and use. Jim advises clients on energy and infrastructure project development and financing, energy and environmental regulatory compliance questions and energy transactions. Jim has assisted clients with matters arising in North and South America, Europe, the Middle East and Africa.
Jim represents both conventional and renewable energy project developers, owners, operators, investors and lenders, as well as energy shippers and end users. He advises clients in securing authorizations to build and expand pipeline, liquefied natural gas, energy storage and electric generating facilities, and in natural gas and oil pipeline rate and enforcement proceedings before federal, state and territorial regulators. Jim has also represented financial institutions and project developers in connection with the development and financing of U.S. and international energy projects, and in merger and acquisition matters involving energy assets and companies. Recently Jim has advised on the acquisition of a Canadian natural gas storage facility by a U.S. energy trading house, the development of a Mexican LNG export facility, the negotiation of natural gas liquids transportation and storage agreements supporting an Asian petrochemicals company’s development of a world-scale greenfield petrochemicals facility and the representation of Asian energy sector participants in their evaluation of potential acquisitions of renewable energy and petrochemicals facilities and businesses.
Jim counsels clients on energy supply, transportation, storage, asset management and tolling agreement negotiations; permitting issues; energy company reorganizations; and transactions and financings involving natural gas, liquefied natural gas, petroleum, electric power generation and transmission, renewable energy projects (wind, solar and biomass), district energy and water/wastewater. Jim also assists oil and gas midstream, LNG and petrochemical industry clients in addressing environmental and pipeline safety issues.
Experienced in a wide range of energy sector law, Jim is a frequent speaker, panelist and author and has served as Chairman and moderator for the Platts Gas Storage Outlook conference for each of the past 16 years. Jim heads King & Spalding’s Hydrogen Initiative, which serves as a clearinghouse for information relating to the evolution of hydrogen as a clean fuel, energy storage medium and renewable energy enabler and the firm’s work in this growing area.

Advises developers of conventional and renewable electric generation facilities, district energy facility operators and energy storage providers on permitting matters, concession arrangements, fuel supply and offtake contract negotiations, regulatory approvals and financing matters.
Represents sponsors and offtakers in the development, permitting, expansion and financing of gas-fired, biomass fueled and wind electric generating facilities in the U.S., Canada, Mexico and Brazil, including some of the largest wind generation projects developed to date in Texas and a proposed offshore wind project in the Great Lakes; more than a dozen underground natural gas storage projects in the U.S.; numerous natural gas, petroleum and petrochemicals pipeline construction and expansion projects in the U.S. and Canada; several natural gas and oil production facility, gathering system, processing plant and pipeline construction and expansion projects in the U.S. and Canada; liquefied natural gas production, storage, import and export facilities in the U.S., Canada and Mexico; and several expansions or conversions of energy pipeline facilities to ethane and other NGLs service.
