J.C. is a partner with King & Spalding's Government Advocacy and Public Policy group and co-leads the firm's State Attorneys General practice.  A high-energy, strategic thinker, he helps multinational companies navigate the political and regulatory issues often associated with doing business in the U.S. and abroad. 

Recognized by Chambers USA as “one of the most proficient attorneys on the scene,” J.C. represents financial services and technology companies before policymakers around the world and at all levels of government.  He regularly interfaces with financial regulators on a wide array of policy and institution-specific issues relating to fintech and cryptocurrency regulation, cybersecurity, illicit finance, national security, and technological innovation.  He also assists clients to develop comments, white papers, and other advocacy communications on proposed regulatory and legislative changes.

While serving as counsel to the U.S. Senate Banking and Governmental Affairs committees, J.C. earned a reputation as a trusted advisor to Members of Congress on both sides of the aisle.  He was later appointed by President George W. Bush to a six-year term as U.S. representative to the World Bank’s International Centre for Settlement of Investment Disputes.  Earlier in his career, J.C. worked for the Hong Kong Attorney General’s Office, the Delaware Court of Chancery and an international law firm based in Sydney, Australia.

J.C. is chairman of the Board of Visitors of The Catholic University of America Columbus School of Law and serves on the boards of the Parliamentary Intelligence-Security Forum and the Global Center for Social Entrepreneurship Network.  He was appointed to the District of Columbia Board of Elections by DC Mayor Muriel Bowser and is designated to serve on the U.S. Election Assistance Commission Standards Board.  J.C. also established the J. Caleb Boggs Scholarship for Public Service at the University of Delaware in honor of his grandfather and namesake, former U.S. Congressman, Senator and Governor of Delaware, J. Caleb Boggs.
