Frederick (Fred) Lazell is one of lead lawyers in the Firm’s international energy regulatory practice. Fred’s practice focusses on European, UK and international energy and climate regulation and policy, particularly focusing on renewable and low-carbon fuels (e-fuels and biofuels), decarbonization and other sustainability regulations related to the energy transition and greenhouse gas emissions accounting frameworks in multiple sectors. Fred advises major energy companies, government entities and industrial companies globally, across oil & gas (including LNG), low-carbon energy (renewables, hydrogen and its derivatives, biofuels, biomethane (RNG), carbon capture and storage) and green industry.

Fred also advises on commercial and contractual aspects of the development of energy projects in these sectors. He therefore specializes in integrating complex regulatory structures and advice with the needs of project development and financing, translating the consequences of rapidly evolving regulatory frameworks into practical commercial solutions. Fred regulatory publishes and presents on low-carbon energy regulation and policy and has become recognized as an active thought leader in the space.

Fred has represented major energy and industrial corporations and government entities globally, Chevron, Cheniere Energy, ADNOC, JERA, Williams, NEOM, ENGIE, Hy24, Reliance Industries Limited, XRG, Masdar, ACWA Power, Emirates Global Aluminium, Fortescue, Moeve / CEPSA, JBIC, Uniper, LanzaTech, SAF One, Elemental Clean Fuels, EverWind, Casa dos Ventos, Tree Energy Solutions, HIF Global, Scatec and more.

The projects on which Fred has advised span the following sectors: alternative and low-carbon fuels (including sustainable aviation fuel (SAF) and sustainable maritime fuel projects (SMF), e-fuels, biofuels and biomethane (RNG) projects); green and blue hydrogen and ammonia projects for chemical and transportation decarbonization initiatives; methane emissions regulations applicable to the oil and gas (including LNG) sectors; carbon emissions accounting and pricing measures including the EU’s Carbon Border Adjustment Mechanism; and renewable power.

He advised from day 1 on the U.S.$8.4 billion NEOM Green Hydrogen Project, the world’s first green ammonia export project, which was awarded Project Finance International “Deals of the Year” in 2023.
