WASHINGTON, D.C., DENVER, August 4, 2026 – King & Spalding announced today that Troy Barsky has joined the firm as a partner on the Healthcare team in its Government Matters and Regulation practice group. He is resident in the Washington, D.C. and Denver offices.
Barsky brings more than 25 years of experience advising healthcare providers, health systems, technology companies, and manufacturers on complex regulatory, enforcement and transactional matters. His practice focuses on health care fraud and abuse, Medicare and Medicaid law and policy, and state oversight of health care. Barsky counsels all types of health care entities, including hospitals, digital health companies, and device and drug manufacturers on the physician self-referral law (Stark Law) and the Anti-Kickback Statute; innovative health care delivery models, such as Accountable Care Organizations (ACOs); and Medicare and Medicaid payment and coverage policy. He also represents health care entities in the regulatory aspects of health care transactions, including compliance, corporate structuring, diligence, licensure and credentialing. Prior to joining private practice, Barsky served at the U.S. Department of Health and Human Services as the director of the Division of Technical Payment Policy, where he was responsible for Stark law policy and other Medicare payment issues.

Barsky joins King & Spalding from Crowell & Moring, where he was a partner and served as co-chair of the firm’s Healthcare Practice Group. He received his J.D. from Cardozo School of Law and his B.S. from Cornell University.
