WASHINGTON, D.C., August 26, 2025 – King & Spalding announced today that David Hoskins has joined the firm as a partner on its Healthcare team in its Government Matters and Regulation practice group. He is based in the firm’s Washington, D.C. office.
Hoskins is the former Deputy Associate General Counsel for Litigation in the Office of General Counsel for the Department of Health & Human Services, Centers for Medicare & Medicaid Services (CMS) division. In this capacity, Hoskins oversaw all litigation against the federal Medicare and Medicaid programs. For more than 20 years, he has also defended CMS in litigation related to the Affordable Care Act and the Inflation Reduction Act, including managing and litigating hundreds of “rate-setting” challenges brought by health providers, advising senior government officials on the matters and negotiating settlements with the private parties challenging them. Hoskins received both his J.D. and his B.A. from the University of Virginia.
“David brings a unique profile and impressive resume that will benefit our clients, add scale to our increasingly busy Medicare litigation practice, and help expand our Medicaid finance counselling and litigation work,” said Mark Polston, co-chair of the firm’s Life Sciences and Healthcare Industry Group. “Given David’s deep program knowledge of CMS, which is highly technical, he will plug into and help grow our Medicare and Medicaid reimbursement litigation work right away. His differentiating experience, which also includes a background in OIG and False Claims Act work, will be invaluable to our clients navigating complex coverage and reimbursement rules.”
“King & Spalding is a leader in Medicare litigation and appellate work with a track record of success that includes precedent setting cases,” said Hoskins. “The firm had such a direct level of impact throughout my time at CMS that joining a firm of this caliber is a natural next step for me.”
