PCAOB Seeks to Postpone QC 1000

On August 28, 2025, the PCAOB submitted to the SEC a proposed rule change that would postpone the effective date of QC 1000, A Firm’s System of Quality Control, and related amendments from December 15, 2025 to December 15, 2026. In announcing the move, the Board said that some firms faced potentially “insurmountable” implementation challenges in meeting the original timeframe and that an additional year would be sufficient time for the firms to overcome their challenges. The Board has not made or proposed any changes to the text of the new and amended standards, rules, or forms from the text adopted by the Board. 

In a separate statement praising the QC 1000 delay, PCAOB Board Member Christina Ho criticized the original 15-month implementation period as “unduly aggressive and ultimately counterproductive” to investor protection and commended the “new PCAOB” as “more deliberative and collaborative.” Ms. Ho also noted that the one-year extension enables the PCAOB to re-evaluate QC 1000 and consider whether there is a “more pragmatic, cost-effective, and principle-based regulatory path.” Specifically, Ms. Ho expressed interest in (1) whether QC 1000 and related amendments are overly prescriptive; (2) whether they are likely to enhance audit quality; (3) the total implementation costs that firms have incurred to date and their total estimated implementation costs; and (4) the implementation costs that firms have incurred to date and the total estimated implementation costs (where applicable) for the design-only requirement, the requirement for annually-inspected firms to have an external quality control function (EQCF), the automated independence system, and in-process monitoring, respectively.  Ms. Ho also expressed concern about the design-only requirement, calling it unnecessarily burdensome with no direct correlation to improving audit quality.    

The SEC is accepting public comments on the PCAOB’s delay request for 21 days.
