Bio

Damien advises digital platforms, hyperscalers, telecoms and technology companies, governments, sovereign wealth funds and corporates on matters including the development and rollout of datacentres, AI compute and GPU infrastructure, subsea cables, terrestrial networks, satellite systems and towers. He also counsels clients on joint ventures, market entry strategies, and the introduction of emerging technologies — including advising on world-first deployments and transactions with no established regulatory or commercial precedent. His sector experience spans financial services, energy, sports, media, gaming and government.

Damien regularly advises where technology outpaces regulation, engaging directly with regulators and making submissions on behalf of clients to navigate evolving regulatory environments. He works on both inbound and outbound investments in the telecoms and technology sector, as well as regional and global sourcing and digital transformation projects across multiple industries.

Prior to joining King & Spalding, Damien was a partner at a Big 4 accounting firm and co-head of global telecommunications and head of TMT in Asia for two large international law firms. He practised in Hong Kong for over eight years.

Damien is regularly recognised in Chambers, Legal 500, Who's Who Legal, Acritas Stars and Best Lawyers for his work in telecommunications and technology.
