Steve Goff focuses on healthcare litigation and managed care contracting. As a partner in our Healthcare practice, Steve represents healthcare providers in a variety of high-profile matters, including litigation, arbitration, and multi-billion dollar managed care contract negotiations.

Steve defends healthcare providers in high-stakes litigation and arbitration involving alleged unfair billing practices. He also pursues provider claims against health plans for recovery of contracted and non-contracted claims denials and underpayments. In addition, he often works with providers to develop contracting and operational strategies, align these strategies with revenue-cycle improvements, and mitigate risks. Steve has represented the California Public Employees Retirement System in its high-profile contract negotiations with major health plans for the past five years. He has deep expertise in all aspects of value-based contracting, including his representation over 25 years of Sutter Health in its development and contracting under the capitated/delegated model. He has assisted providers with provider-health plan joint ventures and other similar arrangements. 

In recent years, Steve has received recognition from numerous sources. He was named to the 2013 and 2008 BTI Client Service All-Star Team for Law Firms, which recognizes lawyers who deliver “the best client service to Fortune 1000 clients.” He has been recognized in The Best Lawyers in America in every year since 2001 for Commercial Litigation and Health Care Law, and in Super Lawyers for Northern California.

In 2009, Best Lawyers honored Steve as the Sacramento Lawyer of the Year. He is listed in the Best Lawyers Annual Guide to Commercial Litigation 2010, and ranked AV (its highest rating) by Martindale-Hubbell. He has also been ranked by Legal 500for Healthcare.
