Ruxandra Lazar is counsel in King & Spalding’s Government Matters practice. Recognized by Legal 500 as one of the “next generation lawyers” in administrative and public law in France, she specializes in public business law and regulatory matters.

Ruxandra works principally in the energy and infrastructures sectors, in complex and strategic international projects, both on transactional matters and litigation. Her areas of expertise are diverse, from public contracts (concession agreements, public procurement, PPPs,) to the regulatory provisions applicable to energy and natural resources, privatizations, constitutional law, specific regulations applicable to State-owned companies and public bodies, public finance and foreign investments.

Ruxandra graduated from the prestigious French Ecole nationale d’administration and received law degrees from Paris I Panthéon-Sorbonne University and Bucharest University.

Prior to joining King & Spalding in 2013, Ruxandra spent nine years with international City law firms in Paris.
