Matt Nichols has more than 25 years of experience working with clients on public finance transactions. He advises issuers and underwriters in taxable and tax-exempt financings in energy, government, transportation, health care, education, and housing and represents both government sponsors and private sector participants in public-private infrastructure projects.

Matt assists hospital systems, colleges and universities, state agencies and large local governments in connection with all aspects of their financings, including publicly offered bond issues, taxable and tax-exempt loans, derivatives and other market products.  He also advises these clients with ongoing compliance issues and has represented issuers before the Internal Revenue Service and the Securities and Exchange Commission.  On the financial institutions side, he represents commercial and investment banks in their lending and underwriting activities in the nonprofit and municipal markets.  He also works with private sector parties in public-private partnerships and joint ventures and other transactions centered around government-sponsored, privately provided infrastructure and development projects.

Worked with WellStar Health System to finance its $600 million acquisition of five hospitals from Tenet Healthcare while refinancing a significant portion of its remaining debt, resulting in significant debt service savings and enabling WellStar to put in place a modern document structure with current market covenants. 

Advised Duke University Health System in its first issuance of publicly offered taxable debt, a $600 million issue that allowed Duke to lock in historically low rates while gaining maximum flexibility to meet long-term corporate needs. 

Finance counsel for Georgia’s State Road and Tollway Authority in connection with $275 million TIFIA loan from the Federal Highway Administration to finance a portion of the costs of the Northwest Corridor, a multiple lane, reversible limited access managed lane freeway in the northwest metropolitan Atlanta area.
