Hannes Welge is one of the most reputed and experienced lawyers in the area of trade remedy law and practice. He held senior positions in the European Commission, such as chief negotiator for Rules in the WTO negotiations and Hearing Officer for Trade Proceedings. He also created and chaired for 12 years the WTO Technical Group on Antidumping. Previously he served as a judge in Germany dealing with competition and intellectual property cases.

Hannes Welge studied political science, economics and law at Hamburg and Göttingen University, from which he received German law degrees. He worked as a judge at Hamburg law courts in the field of competition and intellectual property law and law of the media. He joined the European Commission in 1989, where he worked in the Directorate General (DG) for external relations on trade matters, in particular trade defense cases. He participated in the negotiations of the Uruguay Round from 1989 until its completion in 1994, leading to the creation of the World Trade Organization (WTO).

He held several managerial posts in DG Trade. 1997 he spent a year at a guest fellow at the Brookings Institution.

From 1998 to 2002 Hannes Welge served as counselor at the Delegation of the EU in Geneva covering various trade areas, including the WTO General Council, Trade and Competition and all trade remedy ‘Rules’ areas.

From 2004 to 2013 he was the chief negotiator for Rules in the DDA, where he created and chaired the Technical Group on Antidumping for 12 years, bringing together all active Investigating Authorities to discuss laws and practices of trade remedy instruments.

From 2014 until his retirement from the EU service he was the Hearing Officer for Trade Proceedings overseeing all EU trade remedy actions.

Hannes Welge appears regularly as speaker at trade conferences around the world and has published on issues of trade remedies.
