The Return of Congressional Earmarks

After a 10-year hiatus, Congress will resume its practice of directly appropriating funds for roads, bridges, airports, water projects, community-based health projects, and other activities and projects.

While the rules for congressionally directed spending, once known as “earmarks,” but now to be known as “Community Project Funding” will be different than before, including a prohibition on funding given directly to for-profit companies, these projects ultimately will benefit private sector companies that will build, supply and manage the funded projects.
