King & Spalding Advises Cook County State's Attorney's Office on Reforms to Outside Counsel Engagements


The Cook County State’s Attorney’s Office asked King & Spalding for advice on outside counsel engagements after a supervisory attorney within the Cook County State’s Attorney’s Office entered engagements with a law firm at rates that exceeded Cook County’s standard billing rates.

To provide this advice, King & Spalding conducted an independent and extensive review the Cook County State’s Attorney’s Office past practices for the engagement of outside counsel. King & Spalding then prepared a report recommending comprehensive reforms addressing the selection, engagement, and management of outside counsel by the Cook County State’s Attorney’s Office. King & Spalding’s recommendations included legislative action that has since been passed by the Illinois General Assembly.

On May 25, 2018, the Cook County State’s Attorney publicly released the report and recommendations.
