On November 7, 2016, the Ministry of Industry and Information Technology of China (MIIT) issued the Pharmaceutical Industry Development Plan Guidance ( Plan), to support the pharmaceutical industrys development in the next five years. The Plan aims to maintain an average annual growth rate over 10%, and have the export value account for 10% of the total sales revenue by 2020. As supporting measures, the Plan calls on the government to continue supporting pharmaceutical innovation, transformation, and upgrade with various government funds, implement relevant tax incentives, improve and implement government procurement policy supporting innovation, and expand enterprises financing channel and lower financing cost.
