Congress is currently considering economic stimulus legislation using the reconciliation process to address the economic challenges brought on by the COVID-19 crisis. The House and Senate will consider reconciliation under the Congressional Budget Act’s procedural rules. In the Senate a reconciliation bill cannot be filibustered and requires only a simple majority for passage. Extraneous provisions can be ruled out of order under the terms of the Byrd Amendment.
