On December 13, 2017, twelve Chinese central government agencies jointly issued the Additive Manufacturing Industry Development Action Plan (2017 – 2020) (Gong Xin Bu Lian Zhuang (2017) No. 311), to support the development of the Chinese additive manufacturing (a.k.a., 3D printing) industry for the next three years. The Plan sets the goal of RMB 20 billion for the sales revenue of the industry by 2020, with an average annual growth rate over 30%. The Plan prioritizes innovation, quality improvement, application in major manufacturing industries including aviation, automobile, power equipment, railway equipment, and home appliances, cultivation of backbone enterprises, establishment of standardizing and testing systems, and cultivation of talents. The Plan encourages Chinese firms to invest abroad, and also encourages foreign investment in China. As supporting measures, the Plan calls on the government to increase government grants, and encourages financial institutions and private funds to invest in the additive manufacturing industry.
