The Ministry of Industry and Information Technology (“MIIT”) and China Council for the Promotion of International Trade (“CCPIT”) published the Circular on Launching the Special Action for Support Small and Medium-sized Enterprises to Participate in “the Land and Maritime Silk Road Initiative” (Gong Xin Bu Lian Qi Ye (2017) No. 191). The two agencies aim to promote small and medium-sized enterprises (“SMEs”) to play an important role in the state’s “the Land and Maritime Silk Road Initiative” (“B&R”), deepen the cooperation between Chinese SMEs and the B&R bordering countries in trade, investment, technological innovation, capacity, infrastructure, etc. and build a service system to support Chinese SMEs’ international development.  As supporting measures, the two agencies pledge to provide supports for SMEs to attend trade fairs, strongly cultivate export-oriented industrial clusters, and provide various relevant services, including financing guarantee, customs clearance, consultations on trade and investment, and legal assistance.
