China Strengthens Industrial Control System Security

To strengthen Chinese industrial enterprises’ industrial control information security protection capability, the Ministry of Industry and Information Technology (“MIIT”) issued an Industrial Control System Information Security Action Plan (2018 – 2020) (“Plan”) on December 29, 2017. The Plan aims to build a national industrial control security management work system by 2020, which consists of a national online supervision network, an emergency resource database, a simulation testing platform, an information sharing platform, and an information reporting platform. The Plan also pledges to cultivate a batch of influential and competitive leading backbone enterprises and build 3 – 5 national-level new industrialization pilot bases. As supporting measures, the Plan calls on the government to set up special funds, utilize state policy credit loan funds, and guide private forces to support the construction of industrial control security facilities.
