China Promotes High-end Smart Remanufacturing


On November 9, 2017, the Ministry of Industry and Information Technology of China (“MIIT”) released the High-end Smart Manufacturing Action Plan (2018 – 2020) (Gong Xin Bu Jie (2017) No. 265) on its website, to accelerate the development of China’s high-end smart remanufacturing industry, and promote sustainable development and growth. The Plan gives priority to the remanufacturing of key equipment including tunnel boring machines, aero engines and gas turbines, medical imaging equipment, heavy machine tools, and oil and gas field equipment, and the application of fundamental green common technologies including additive manufacturing, special materials, intelligent processing, and non-destructive testing in remanufacturing. The Plan aims to have China’s remanufacturing industry scale reach RMB 200 billion by 2020.  As supporting measures, the Plan calls on the government to improve existing support policies including grants and green credit loan programs to support the high-end smart remanufacturing industry, to include remanufactured products in the government procurement catalogues and encouraged products catalogues, and to extend current preferential machinery insurance program to remanufactured equipment.
