China Issues 13th Five Year Plan for the Industrial Textiles

On January 19, the Ministry of Industry and Information Technology (MIIT) and the National Development and Reform Commission (NDRC) jointly published the 13 th Five Year Plan, Industrial Textiles Industry 13 th Five Year Development Guidelines, to guide the development of the industrial textiles industry for the next five years ( i.e., 2016-2020). The Guidelines aim to maintain an average output growth of enterprises with a revenue over RMB 20 million around 9% every year. The Guidelines give priority to the development of following products: (1) textiles for strategic new materials industry; (2) textiles for environmental protection industry; (3) textiles for healthcare industry; (4) textiles for emergency and public safety industry; (5) textiles for infrastructure construction industry; (6) textiles for civil-military integration related industry. To effectuate the implementation, the Guidelines call for utilizing existing government funds and preferential tax policies, encouraging local governments to increase supports for technology renovation and upgrade, and calling on financial institutions to increase credit loan support to the industry.
