Sandy Cofer is counsel in King & Spalding’s Global Transactions Practice Group with a practice focusing on transactional construction matters, primarily representing owners and developers in the development of a wide range of projects, regularly exceeding $100 million to over $20 billion in value. Ms. Cofer assists clients with the drafting and negotiation of construction related agreements such as engineering, procurement and construction agreements, equipment purchase agreements, long term service agreements and operation and maintenance agreements. Ms. Cofer’s practice concentrates on both domestic and international, large scale, complex energy projects such as petrochemical facilities, nuclear energy facilities, power plants, liquids pipelines, liquefied natural gas regasification terminals and crude oil storage facilities.
Prior to joining King & Spalding, Ms. Cofer held commercial positions in the energy industry with Duke Energy North America, including roles as a natural gas trader and in merchant plant development. Ms. Cofer has also held in-house positions with Kinder Morgan and Quanta Services, Inc.
Ms. Cofer received her B.A. from The University of Texas in 1991, and her M.B.A and J.D. from the University of Houston in 1999. She is admitted to practice in both Texas and Colorado and is a member of the Houston Bar Association.
