Richard Lutz is a senior consultant in the International Trade Practice Group of King & Spalding's Washington, D.C., office. He focuses primarily on trade remedy investigations. Mr. Lutz represents both petitioners and respondents in antidumping and countervailing duty investigations before the U.S. Department of Commerce and the U.S. International Trade Commission. He advises clients in trade remedy cases encompassing dumping margin calculations, subsidy rate calculations, and economic and financial analysis in connection with injury investigations.
Mr. Lutz has worked with clients in the furniture, steel, lumber, paper, shrimp, magnesium, plastic bag, laminated woven sack and pipe industries. In his 16 years of private practice, Mr. Lutz has advised clients in more than 100 trade remedy proceedings and participated in numerous on-site verifications. Mr. Lutz has successfully assisted clients involved in litigation at the Court of International Trade, NAFTA and the WTO. He has also served as an advisor to a WTO member government by providing technical assistance and training regarding the antidumping agreement. Mr. Lutz has also represented clients before the U.S. Securities and Exchange Commission and the Internal Revenue Service.
Before joining King & Spalding, Mr. Lutz spent 14 years as a senior trade analyst in the International Trade Group of Dewey & LeBoeuf where he represented clients in a variety of trade cases. Prior to his tenure at Dewey, Mr. Lutz was Acting Director of the Office of Accounting at the U.S. Department of Commerce. His Commerce case and verification experience include: Color Negative Photographic Paper from Japan, Stainless Steel Wire Rod from France, Minivans from Japan, Bearings from Japan, Romania, and Thailand, DRAMS from Korea, Special Bar Quality Steel from Brazil, Sweaters from Taiwan, Welded Non-Alloy Steel Pipe from Korea, Silicon Metal from Brazil, Stainless Steel Hollow Products from Sweden, Porcelain Steel Cookware from Mexico, Color Picture Tubes from Japan, Brass Valves from Italy, Kiwi Fruit from New Zealand, and Fresh Cut Flowers from Mexico.
Prior to his involvement in international trade matters, Mr. Lutz was a Tax Consultant and Auditor for Deloitte & Touche in their Pittsburgh office. At that time, Mr. Lutz also became licensed as a Certified Public Accountant.
