Mr. Weem's LNG experience includes significant, “cutting-edge” export, transport and import projects, such as:  

  • greenfield LNG export projects in Mozambique, Canada, the US, Australia and Nigeria and expansion projects in Indonesia and Equatorial Guinea;

  • advise the Singapore Energy Market Authority on all aspects of the new multi-user Singapore LNG Terminal, including agreements with BG as Aggregator;

  • terminal use agreements and related LNG contracts for the Freeport and Cheniere terminals, two of the largest multi-user terminals;

  • time charters for the “Energy Bridge” LNG fleet, the world’s first on-board regasification vessels; and

  • numerous long-term baseload ex-ship and FOB sales.

  • Counsel to Apache Corporation in relation to Wheatstone greenfield LNG export project.

  • Counsel to Woodside Petroleum for various North American LNG activities and regarding liability agreements for LNG export terminals.

Bahrain

  • Representation of Occidental and Mubadala in relation to the further development of the Bahrain Field.

Belgium

  • Representation of El Paso Energy drafting and negotiation of twenty year time charters of four new build Korean LNG vessels from Exmar, a Belgium shipowner.

  • Counsel for U.S. company for negotiation and drafting of twenty-five year time charter of a new-build LNG tanker owned by Belgian company. Counsel for U.S. corporation for options to time charter several new build LNG tankers to be owned by a Belgium company.

Brazil

  • Counsel to a mid-sized United States oil company regarding oil and gas exploration and participation in bid round.

Canada

  • Counsel to EOG Resources and Encana in relation to Kitmat LNG export project.

China

  • Counsel to U.S. independent regarding crude oil lifting agreements for offshore China.

  • Counsel to U.S. major regarding Chinese production sharing contract.

  • Counsel to Indonesian LNG supplier on trustee and paying agent agreements in Singapore.

  • Representation of Mubadala Development Company in relation to PSC issues and gas sales in East Kalimantan.

  • Counsel for BP Indonesia regarding developing the Tangguh LNG Project, including drafting and negotiation of sales contracts, principles of agreement, production sharing contracts, project management agreements, and unitization agreements.

  • Counsel for U.S. public corporation regarding its participation in existing Indonesian LNG project, including advising regarding gas supply and “Package” issues as well as financing of Indonesian LNG plant.

  • Served as lead counsel for PERTAMINA on the Second Amended and Restated 1973 LNG Sales Contract and the Second Amended and Restated 1981 LNG Sales Contract, long term sales contracts with Japan totaling over 8 million tons per year.

  • Served as lead counsel for PERTAMINA on the 1991 Medium Cities Gas Corporation LNG Sales Contract, a twenty year sale with Japan involving three separate buyers.

  • Counsel to PERTAMINA for the Korea II LNG Sales Contract (1991) and the Badak V LNG Sales Contract (1995) with Korea.

  • Advised PERTAMINA in negotiating and documenting a long-term Badak VI LNG sales contract signed in 1995 with Taiwan.

  • Lead counsel to PERTAMINA regarding long-term time charter in 1995 of the Burmah fleet of six LNG tankers.

  • Lead counsel to PERTAMINA regarding long-term time charter of a new build 138,000 cubic meter LNG tanker.

  • Representation of Indonesian Government from 1991 to 1995 at the proceedings of the International Maritime Organization’s development of the Hazardous and Noxious Substances Liability.

  • Representation of PERTAMINA regarding liability and insurance matters relating to use of LNG loading and receiving terminals.

  • Counsel to U.S. company regarding structuring, negotiation and documentation of gas reserves allocation agreements.

Iraq / Kurdistan

  • Representation of Contractor under new Kurdistan Regional Government production sharing contract regarding drafting and negotiation of JOAs and related upstream agreements.

  • Representation of North Wind Energy in connection oil production sharing contract in the Kurdistan Region of Iraq.

  • Representation of Norwegian technology owner on development agreements for offshore LNG terminal.

Japan

  • Counsel to various Sellers regarding structuring, negotiation and documentation of a numerous LNG sales contracts with Japanese electric utilities and gas companies.

Kazakhstan

  • Counsel to KazMunaiGas regarding production sharing contract dispute associated with Kashagan oil field development.

Korea

  • Representation of major U.S. energy corporation in the long-term sub-charter of new build and existing LNG vessels to Korean shipping company.

  • Counsel to PERTAMINA regarding negotiation and documentation of 2 long-term LNG sales contracts with Korean buyers.

Mexico

  • Representation of Asian LNG exporter regarding negotiation of terminal use agreements for LNG import terminal in Baja California.

Mozambique

  • Counsel to Anadarko in relation to greenfield LNG export project.
