Neil Levy serves as co-chair of the firm’s Global Energy Practice and is a partner in the Global Transactions Practice Group. He represents independent power producers, electric power and natural gas marketers, merchant transmission developers, interstate pipelines, LNG developers and local distribution companies before the Federal Energy Regulatory Commission, state public utility commissions, and the courts of appeal with respect to all regulatory, administrative litigation, and transactional issues arising under the Federal Power Act, the Natural Gas Act, the Public Utility Holding Company Act of 2005, the Energy Policy Act of 2005, and the Public Utility Regulatory Policies Act of 1978. Mr. Levy also represents private equity clients in M&A transactions in the energy sector. In 2006, 2007, and 2008, Chambers USA selected Neil as one of America’s leading lawyers for business in Energy.

  • Tenaska, Inc. (and Tenaska’s generation project entities) - represents Tenaska and its various generation project entities on regulatory compliance and litigation issues surrounding the development and commercial operation of its power generation facilities;

  • Tenaska Power Services Co. - represents TPS in contract negotiations and before the FERC on all regulatory issues with respect to TPS’ position as a marketer of electric power and transmission capacity;

  • Tenaska Marketing Ventures - represents TMV in FERC regulatory matters, including all rate, policy, and certificate matters involving TMV’s natural gas pipeline providers;

  • Calpine Corporation - represents Calpine and its electric power plant projects on federal energy regulatory and litigation issues surrounding the commercial operation of Calpine’s power generation facilities;

  • Dynegy, Inc. - represents Dynegy and its electric power plant projects on federal energy regulatory and litigation issues surrounding the commercial operation of Dynegy’s power generation facilities;

  • SUEZ Energy North America - represents SUEZ and its electric power plant projects on federal energy regulatory and litigation issues surrounding the commercial operation of SUEZ’s power generation facilities;

  • BP America Inc. - represents BP on various natural gas and electric power regulatory issues;

  • LS Power - represents various LS Power entities on federal energy regulatory and commercial issues;

  • Great Basin Transmission, LLC - represents Great Basin on regulatory and transactional issues relating to the development of a merchant transmission line in the Western U.S.;

  • KGen Power Management Inc. - represents KGen and its electric power plant projects on federal energy regulatory and litigation issues surrounding the commercial operation of KGen’s power generation facilities;

  • Cargill Power Markets Inc. - represents Cargill on FERC transmission-related issues impacting its power marketing activities;

  • Entegra Power Group LLC - represents Entegra and its electric power plant projects on federal energy regulatory and litigation issues surrounding the commercial operation of Entegra’s power generation facilities;

  • SEMCO Energy Gas Company - represents SEMCO in all FERC regulatory and transactional matters impacting SEMCOs local distribution operations.
